Pawns in the Game by William Guy Carr

About the Author

At the early age of twelve the author was thoroughly
indoctrinated into the Bolshevik ideology by two
revolutionary missionaries who travelled on the same ship
with him out to the Orient in 1907. Unlike many others he
didn’t swallow the bait they offered him ‘Hook, Line, and
Sinker’. He decided to keep an open mind, and to
investigate matters thoroughly, before reaching any
conclusions. His investigations and studies of all angles of
the International Conspiracy have taken him to nearly every
country in the world.

Commander Carr has had a distinguished naval career.
During World War One he served as Navigating Officer of
H.M. Submarines. In World War Two he was Naval
Control Officer for the St. Lawrence; then Staff Officer
Operations at Shelbourne, N.S.; then Senior Naval Officer
at Goose Bay, Labrador. As an Officer on the staff of
Commodore Reginald Brock he organized the 7th Victory
Loan for the twenty-two Royal Canadian Naval Training
Divisions.

As an author he has previously published the seven
books listed above. Some were specially bound for
inclusion in The Royal Library; The Library of The
Imperial War Museum; and the Sir Millington Drake
Library (which is bequeathed to Eton College), and the
Braille Library for the Blind. Several of his books have
been published in European languages.

Commander Carr is known to many Canadians who
have attended his public lectures. He toured Canada for the
Canadian Clubs in 1930-31. He warned people of the
existence of an International Conspiracy. He foretold that
the conspirators would, unless checked, drag the World
into another Global War. In the years between 1931 and
1939 he addressed Social and Service Clubs all over
Ontario. In 1944 and 1945 he was sent on another lecture
tour of Canada by The Naval authorities. He explained why
it would be necessary to win the Peace, if the fruits of
military victory were not to be thrown away again.
Commander Carr is determined to inform as many
people as possible regarding the Evil Forces which
adversely affect all our lives, and the lives of our
children. His book will be an eye-opener to parents,
clergymen, teachers, students, statesmen, politicians,
and labour leaders.

Pawns in the Game

Report from Iron Mountain - On the Possibility and Desirability of Peace

"John Doe," as I will call him in this book for reasons that will be made clear, is
a professor at a large university in the Middle West. His field is one of the
social sciences, but I will not identify him beyond this. He telephoned me one
evening last winter, quite unexpectedly; we had not been in touch for several
years. He was in New York for a few days, he said, and there was something
important he wanted to discuss with me. He wouldn't say what it was. We met
for lunch the next day at a midtown restaurant.

He was obviously disturbed. He made small talk for half an hour, which was
quite out of character, and I didn't press him. Then, apropos of nothing, he
mentioned a dispute between a writer and a prominent political family that had
been in the headlines. What, he wanted to know, were my views on "freedom of
information"? How would I qualify them? And so on. My answers were not
memorable, but they seemed to satisfy him. Then, quite abruptly, he began to
tell me the following story:

Early in August of 1963, he said, he found a message on his desk that a "Mrs.
Potts" had called him from Washington. When he returned the call, a MAN
answered immediately, and told Doe, among other things, that he had been
selected to serve on a commission "of the highest importance." Its objective was
to determine, accurately and realistically, the nature of the problems that would
confront the United States if and when a condition of "permanent peace" should
arrive, and to draft a program for dealing with this contingency. The man
described the unique procedures that were to govern the commission's work and
that were expected to extend its scope far beyond that of any previous
examination of these problems.

Considering that the caller did not precisely identify either himself or his
agency, his persuasiveness must have been a truly remarkable order. Doe
entertained no serious doubts of the bona fides of the project, however, chiefly
because of his previous experience with the excessive secrecy that often
surrounds quasi-governmental activities. In addition, the man at the other end of
the line demonstrated an impressively complete and surprisingly detailed
knowledge of Doe's work and personal life. He also mentioned the names of
others who were to serve with the group; most of them were known to Doe by
reputation. Doe agreed to take the assignment --- he felt he had no real choice in
the matter --- and to appear the second Saturday following at Iron Mountain,
New York. An airline ticket arrived in his mail the next morning.

The cloak-and-dagger tone of this convocation was further enhanced by the
meeting place itself. Iron Mountain, located near the town of Hudson, is like
something out of Ian Fleming or E. Phillips Oppenheim. It is an underground
nuclear hideout for hundreds of large American corporations. Most of them use
it as an emergency storage vault for important documents. But a number of
them maintain substitute corporate headquarters as well, where essential
personnel could presumably survive and continue to work after an attack. This
latter group includes such firms as Standard Oil of New Jersey, Manufacturers
Hanover Trust, and Shell.

I will leave most of the story of the operations of the Special Study Group, as
the commission was formally called, for Doe to tell in his own words
("Background Information"). At this point it is necessary to say only that it met
and worked regularly for over two and a half years, after which it produced a
Report. It was this document, and what to do about it, that Doe wanted to talk to
me about.

The Report, he said, had been suppressed --- both by the Special Study Group
itself and by the government INTERAGENCY committee to which it had been
submitted. After months of agonizing, Doe had decided that he would no longer
be party to keeping it secret. What he wanted from me was advice and
assistance in having it published. He gave me his copy to read, with the express
understanding that if for any reason I were unwilling to become involved, I
would say nothing about it to anyone else.

I read the Report that same night. I will pass over my own reactions to it, except
to say that the unwillingness of Doe's associates to publicize their findings
became readily understandable. What had happened was that they had been so
tenacious in their determination to deal comprehensively with the many
problems of transition to peace that the original questions asked of them were
never quite answered. Instead, this is what they concluded:

Lasting peace, while no theoretically impossible, is probably unattainable; even
if it could be achieved it would almost certainly not be in the best interests of a
stable society to achieve it.

That is the gist of what they say. Behind their qualified academic language runs
this general argument: War fills certain functions essential to the stability of our
society; until other ways of filling them are developed, the war system must be
maintained -- and improved in effectiveness.

Silent Weapons for Quiet Wars

It is patently impossible to discuss social engineering or the automation of a society, i.e.,
the engineering of social automation systems (silent weapons) on a national or worldwide
scale without implying extensive objectives of social control and destruction of human
life, i.e., slavery and genocide.

This manual is in itself an analog declaration of intent. Such a writing must be secured
from public scrutiny. Otherwise, it might be recognized as a technically formal
declaration of domestic war. Furthermore, whenever any person or group of persons in a
position of great power and without full knowledge and consent of the public, uses such
knowledge and methodologies for economic conquest - it must be understood that a state
of domestic warfare exists between said person or group of persons and the public.
The solution of today's problems requires an approach which is ruthlessly candid, with no
agonizing over religious, moral or cultural values.

You have qualified for this project because of your ability to look at human society with
cold objectivity, and yet analyze and discuss your observations and conclusions with
others of similar intellectual capacity without the loss of discretion or humility. Such
virtues are exercised in your own best interest. Do not deviate from them.

Historical Introduction

Silent weapon technology has evolved from Operations Research (O.R.), a strategic and
tactical methodology developed under the Military Management in England during
World War II. The original purpose of Operations Research was to study the strategic and
tactical problems of air and land defense with the objective of effective use of limited
military resources against foreign enemies (i.e., logistics).

It was soon recognized by those in positions of power that the same methods might be
useful for totally controlling a society. But better tools were necessary.

Social engineering (the analysis and automation of a society) requires the correlation of
great amounts of constantly changing economic information (data), so a high-speed
computerized data-processing system was necessary which could race ahead of the
society and predict when society would arrive for capitulation.

Relay computers were to slow, but the electronic computer, invented in 1946 by J.
Presper Eckert and John W. Mauchly, filled the bill.

The next breakthrough was the development of the simplex method of linear
programming in 1947 by the mathematician George B. Dantzig.

Then in 1948, the transistor, invented by J. Bardeen, W.H. Brattain, and W. Shockley,
promised great expansion of the computer field by reducing space and power
requirements.

With these three inventions under their direction, those in positions of power strongly
suspected that it was possible for them to control the whole world with the push of a
button.

Immediately, the Rockefeller Foundation got in on the ground floor by making a four-
year grant to Harvard College, funding the Harvard Economic Research Project for the
study of the structure of the American Economy. One year later, in 1949, The United
States Air Force joined in.

In 1952 the grant period terminated, and a high-level meeting of the Elite was held to
determine the next phase of social operations research. The Harvard project had been
very fruitful, as is borne out by the publication of some of its results in 1953 suggesting
the feasibility of economic (social) engineering. (Studies in the Structure of the American

Engineered in the last half of the decade of the 1940's, the new Quiet War machine stood,
so to speak, in sparkling gold-plated hardware on the showroom floor by 1954.
With the creation of the maser in 1954, the promise of unlocking unlimited sources of
fusion atomic energy from the heavy hydrogen in sea water and the consequent
availability of unlimited social power was a possibility only decades away.
The combination was irresistible.

The Quiet War was quietly declared by the International Elite at a meeting held in 1954.
Although the silent weapons system was nearly exposed 13 years later, the evolution of
the new weapon-system has never suffered any major setbacks.

This volume marks the 25th anniversary of the beginning of the Quiet War. Already this
domestic war has had many victories on many fronts throughout the world.

Satan - Prince of this World by William Guy Carr

The Holy Scriptures tell us that because of “pride,” i.e., his inflated ego and false belief in his own
perfections, he led the revolt against the supremacy of God, and because of his power and great influence, he
caused ONE THIRD of the brightest and most intelligent of the heavenly host to join him in rebellion. If telling
the truth shames and confounds the Devil (Lucifer), it is my own opinion, as confirmed by St. John of the Cross,
that, due to the Devil’s wiles, none of the numerous Christian denominations teach their congregations sufficient
of the TRUTH regarding devils and fallen angels, of which there are in existence multitudes who wander
through the Universe, including this planet, seeking the ruin of souls.

Humanity has been brainwashed into accepting mental restrictions in this matter until today, even the vast
majority of those who profess to be Christians believe only in some sort of mythical supernatural evil spirit
whom we call Satan, and a personal good spirit we call our guardian angels. Millions outside the Christian
religion refuse to believe there is a celestial world, and devils, and angels. Many modernists claim that belief in
the supernatural is a sure symptom of insanity.

But if we are to understand the W.R.M. we must know, and believe that even the very lowest choir of angels
consists of multitudes of pure spirits, each possessing more perfections than the next in that substantial way. To
complete this first hierarchy we must mount through the numerous multitudes of the Archangels, and then go on
to the even greater multitudes of the Principalities. There is still the second hierarchy consisting of the Powers,
Virtues, and Dominations; and the third hierarchy consisting of the Thrones, the (cherubim, and the Seraphim.
Of this whole galaxy of heavenly beings created by God, Lucifer is the greatest. He stood at the very peak of
God’s created perfection.

There are many things God has not as yet permitted the human mind to understand. We are on this earth on
trial. We have been given an intellect and free will to decide for ourselves whether we wish to love and
voluntarily serve God for all eternity or literally go to the Devil. If we knew all that has happened since Lucifer
led the revolt against the supremacy of God there would be no test. By Faith, the teachings of the Scriptures, the
Prophets, and Christ, we must believe and accept TRUTH which are beyond the comprehension of our human
minds to understand. We must exercise HUMILITY instead of PRIDE. Those who remain humble, and believe,
will see God. Those who become proud, and inflate their egos, until they lose all sense of their own littleness
and limitations will go to the devil.

It would be impossible for the average human being to even begin to surmise why Lucifer “Fell from
Grace,” and WHY he defected from God, and influenced so many of the heavenly host to join him in rebellion if
it were not for the fact that the Scriptures teach us that God, when He created both angels and human beings,
gave them the sovereign will to do as they pleased.

It would seem logical to suppose that if God had NOT given His creatures an absolutely FREE WILL He
wouldn’t have obtained much satisfaction from His creation. God’s pleasure, it would seem, is derived from the
love of His creatures who remain loyal, faithful, and true, voluntarily, out of respect for His infinite perfections.
Thus we see the truth in the old saying, “The greater the pride, the greater the fall.” Lucifer’s pride caused
him to fall from his pinnacle of greatness. He was second only to the actual God-head. His defection caused him
to become ruler of that part of the universe we term Hell. The fall of Lucifer proves that all angels and all
human beings can become evil if they so choose. The foregoing is intended to enable the average person to
understand, and believe, that since the heavenly revolution was ended by St. Michael, the Archangel, the
Universe has been dominated by two supernatural POWERS. God rules over those of His creatures that remain
loyal to Him, while Lucifer is King of the regions of darkness, and rules the multitudes who voluntarily defect
from God and join him in rebellion.
